You just would have to open the npcships.ini and look for the nomad ships given in the faction_prop to them (MSN13_Nomad_Fighter_Populator and fc_n_no_fighter_d19).
In the npcships you see the line with npc_class = for every ship.
For the Nomad-patrols you need to add , class_fighter at the end of the line.So you can use these Nomad ships now with any encounter (area_assault, area_patrol, area_whatever), because the class_fighter is the most used one for fighters.

are you sure your encounter calls the elite2 archetype? cuz what i see there in your contact list all the ships are the same (or have at least identical ids_names which is irrelevant) and this is likely because the ship is coded to be called all the times.
