You will need some populated zones that overlap with mission vignettes (specifically those with unlawful tag, but i wont get into the details on that now), where Ageira is actually present. That’s part of how the random mission system generates them and chooses the target faction.

Ageira in the base game is very limited in spawns, mostly restricted to the trade lanes. Vignettes (intentionally) do not overlap with the trade lanes in many places, but especially not in Vanilla. You could therefore add an ageira encounter or replace the Bounty Hunter or Navy encounter chances in the Silverton field or larger pop zone in the system with the ageira faction.
