General Assistance needed

Greetings all, I play Discovery Freelancer and i have recently begun to become interested in making my own system,
I have, unfortunately, Run into several problems along the way. These problems i will detail hereafter;

1. I want to make the system controlled by a new NPC faction that cannot be bribed/missioned to get good rep with,
i would like it to be one that you have to get proper RP invite to join. I do not know how to do this

2. I do not know how to create an NPC faction that uses Liners for patrols, sort of a Liner in the middle with
2 Zoner GBs on the side, Could you help me with that.

3. I have had some problems with making a Zoner Juggernaut a base, it keeps on making me
undock in the center of the system. Then when I go to redock, it crashes the game

These are some of the problems, I hope that i can get some resolution to them here,
