FL Explorer isn’t something I use much but have you checked that it’s pointed at the correct directory?
It may be that it’s not compatible with Win 7 although I’ve just installed it and it appears to access some mods I have on my Win 7 PC with no issues.
Are you aware that it will only work on a deactivated mod? the mods that are visible to Explorer are in the FLMM mod directory and are existing mods so unless you have an existing mod installed there’s nothing for it to read.
If you’re wanting to mod a vanilla Freelancer install I’d recommend using FL Mod Studio, it works on activated mods or an FL install, the current version has 3D models of bases, gates etc

Disco 4.86 uses it’s own installer not FLMM so that’s why FL E can’t see any mods as the FLMM mod directory is empty.
I guess FL E and FLMM are designed to work together but the installer and auto update approach used in Disco 4.86 replaces these pieces of software.
Which brings me back to FL Mod Studio I’ve attached a screen grab of FL Mod Studio displaying one of the systems from Disco 4.86 (one of the Gallia ones I think), essentially I think your options are either FL Mod Studio or direct ini editing.
Remember if you change any data in your client install of this (or any other mod for that matter) you could get banned from online play but if it’s for offline SP gaming it shouldn’t be an issue.
