FLHook and server banners

Is there already, or what are the possibilities, of a flhook (or plugin) similar to a message plugin, that gives the option of timed server banners? (i.e welcome to our server, we hope you enjoy your stay).
i was hoping for such a programe with the option for admin users to edit these banners and if possible an option for clients to disable these banners.
The reason? - Ive been having problems with other programes (FLCD , FLShell) maybe due to my machine (im not sure).
It seems that FLHook works for everyone without problems and adding another program like IFSO can work but who really wants lots of programs running at the same time.

and other stuff imho is atm brought to you bywith it’s outstanding message board system

There are FLHook plugins out there with such functions and u can also use Ioncross or one of the other Server Managers out there :-[
