Server lag spikes

I have done some extensive research on this but I can’t seem to figure out how to reduce these lag spikes. Here is a picture of DS Process Manager’s graph:
My best guess is these spikes are happening whenever someone queries FL server, by simply loading the server select screen (on the client) and refreshing data on our server while on that screen. I arrived at this guess by running a packet sniffer program and noting the unique activity when these lag spikes occurred.
Does anyone have any insight, or possibly a fix for this unusual server lag?

players constantly re-loging for bribes/missions most likely… or whatever reason… I see this alot with newer players… even older ones… but i know from experience… when that “has entered/left” message comes up repeatedly on any server… its lag time… and the worst part is they KEEP DOING IT… over and over…
funny thing is… all they have to do is either exit the base or sometimes even just goto another base room for a bit… geesh…
thats my theory anyways 8-)
