Firewall? Router-/Hardware-Firewall?
Connection speed? DSL?

You can’t hope to host a server with such a slow connection, sorry.
0.10Mbit is roughly 12kb/s, which is enough for like 5 players at best. Chances are with latency and all that that your players can’t connect because your connection’s not suitable.
If anything else could contribute, it’s probably your firewall. You should try turning it off to see if it changes anything. If it does, then try finding an exclusion option for FLServer.exe. You might also want to open ports 2300 to 2400 in UDP and TCP.

We are running our server on 100Mb.
My home connection in the UK is 10Mb and I can’t host a server without lag - the yellow flashing connection icon.

Yet the majority of servers I played on back in 2003 could only dream of such a connection, so something doesn’t make sense
For the OP - I’d go with the firewall issue, or router, as previously mentioned. If you’ve a router, then try logging in and forwarding the correct ports perhaps? I think the FL Disc contained info upon ports etc?

Back in 1993 there were not many homes connected, dial up was rife.
Now every exchange has thousands of connections going through it, and people downloading big files.

Here are my speedtest results.
Since your players can connect, you don’t have port problems.
To open ports, open your firewall settings, click on the Exceptions tab, ensure “Display a Notification when Windows Firewall blocks a program” is checked, click OK and start Freelancer. You should get a warning and should be able to check “Always allow”. Start FLServer.exe and you should get another warning and select “Always allow”.
The other way (not so reliable) is to add Freelancer.exe and FLServer.exe to the programs list in the Exceptions tab. (Click “Add Program” and browse to find Feelancer.exe and FLServer.exe).
You can open the ports (click “Add Port” and give it the port number (2300, 2302, 2303, 2304) and a name eg “UDP 2300” and check UDP) but I found this is not reliable either.
If you have no success or if Freelancer is in the Exceptions list then delete all of the Freelancer and FLServer entries and start both of them, one at a time, you should then get the warning messages and be able to allow them.
Important: “Microsoft DirectPlay8 Server” must be in the Firewall Exceptions list too, or your players will not be able to connect.
