After playing around with Freelancer Explorer I made my own blank system linking to Texas (LI06). However after deleting the new system from the DATA\UNIVERSE\SYSTEMS folder the system is still in the game. I don’t understand were the game is pulling the info for the system from as there is no li06 in the folder.
Is there somewhere else it could be pulling the info from?

Universe.ini . But better to check by FL Scan 1.3 - search it here at the Downloads
