It’s important to get into cruise asap then just keep flying through the rings and don’t get distracted by weapon platforms firing at you (set your CM on auto).
It’s been a while since I played the SP but I think he makes a mistake near the end and you win easily.

The Hovis Tactic
When the race is starting, a popup screen will appear and freeze all action. With one hand right) be ready to click “OK”. With your other hand (left) be ready to quickly hit “Shft-W” as quickly as possible to start your ceuise engine. DO NOT use “F2” because most times it fails to fire, causing a poor start.
Immediately after hit the “spacbar” to unlock your nav-controls. You definately need free flight here.
Now, as the guide says, “Don’t Panic”! Just keep up with Hovis, and try to stay centered , and toward the upper portion of the rings. Hovis may bump you, but usually only once or twice. This is actually good because if you keep your center, he may careen off, losing the race.Even when you keep hearing Hovis is in the lead, stay on target. About the time he says; “Hey Bretonian, my grandmother’s faster than you are”, he starts losing.
Just keep the finish line in mind and you’re home free.There are two Hovis cheat mods at Lancer’s Reactor, but a good pilot is crafty, he doesn’t need to cheat.
