Where are the settings to change the resale value of a ship?

I have two packages for the Valkyrie. One is the standard package, the other is the same ship but with a cloaking device installed. The ship with the cloaking device is sold for 10 million creds but resales at 120,000. I’d like the resale to be closer to the standard 80% but can’t find a setting. I figured it’d be in the [basegood] section which referred to the package, but I don’t see it.

I wonder what would happen if I left the ship price alone, but put a 9,500,000 value on the installed cloak…
