Help: Inter-system missions

Bonjour!

I would like to know how I can find/recognize/recreate/remove inter-system missions. For example, in NY, you have some missions taking you to California, Colorado and Texas.

I would like to understand how it works but found very little information on the matter, even after searching for a good hour here.
