With files, adoxa is most likely referring to the .flmod files which can be opened with winrar or 7-zip.

There is an alternative…
Copy your Install of Freelancer and decompress the .flmod file using 7zip or your favourite compression program… And then copy over the files youve decompressed…
Sure this wont work always as some mods have custom scripts to have certain options changed… But for those that dont have that works fine and you dont need Admin either

@Jack: I told you, use 7-Zip to extract the installer directly. Here’s how it would look in my command line:

I think this will work if it can't write to HKLM, you'd just have to make the change each time (I'll have to switch to HKCU for v2).
