Do you have your C:/Program Files/Microsoft Games/Freelancer set as read-only? Can be a bit of a p.i.t.a. You can circumvent it by creating a new folder to run the game from.
(Just unticking the ‘read-only’ option in the folder properties sometimes doesn’t work, especially if you bought your computer with Windows already installed.)

Go oldschool.
Search for and download Chip’s ServerOperator2 mod.
That will do what you want and much more.
Also, you probably should update your server files to either the SDK1.3 update, or even better the JFLP update.

you need the Freelancer Mod Manager program.
version 1.3 or 1.4Install FLMM and then double click on the ServerOperator2 mod and it will self install. Once it does, FLMM will automatically open and you can activate the mod.
The mod will start by giving you a menu of options to activate. Select the ones you want to apply and you’re off to the races.
This mod is a serverside mod only meaning the changes will be seen by the players without requiring them also to be running a mod.
