Sigma 17 Missions, Need to be an advanced pilot

I am in the Sigma 17 system and I am trying to do some missions from Akta and Kurile planet, but when I try to access the missions tab, I get a message that I need to be a more advanced pilot, and I am level 38. I how do I get more advanced than 38, to do those missions?

As I remember it you can’t get missions from there. I could be wrong but I think it’s a bug

Using vanilla (JFLP) I’m only level 1 and see jobs on both bases. I was also able to accept one from each (difficulty 23/24).

This is single player? Did you beat some missions in bar before? FL have strange “feature” - you can’t get mission when you never beat one of them before.
