At peak times (above 190 players) it consumes around 2Mb/3Mb (download/upload).

Only 2 to 3 mbit? on 190 players? thats not too bad or am i talking rubbish here.
Would atleast expected around 10 mbit constant stream on 190 players cos even than its only like 50k per person, than again the game was developed when 90% of the US still had some AOL dialup link on 56k ;D. -
Yeah, FL does not use a lot of bandwidth in “normal” situations.
But bandwidth usage explodes as soon as a lot of players gather in one place and a lot is going on there.
We have almost half the playercount of Discovery but use only 10-20% less bandwidth -

Yes, that’s right and if I remember correctly, you limit NPC spawning much sooner than us. 30ms load it is? We currently have it set to 60/80 (start/stop spawning). So you probably should have less NPC activity as well.
Regarding that (sorry for OT) I have a question whether it’s possible to temporarily limit NPC spawning for a certain system only? In FLHook I mean. It could help during some events not to have 20 NPCs messing around, causing lag to players from distant locations or with weak connection.
