Advanced Beam Mod minimum level help

I am using Freelancer Mod Manager 1.3. The advanced beam
weapon sold on Manhattan says (in game) that I must be level 10 to
purchase. The Freelancer/DATA/EQUIPMENT/market_misc
file lists the Advance Beam nickname as li_gun01_mark01, 0, -1, 10, 10, 0, 1.
My understanding is that this should be available to level 0.

What am I missing?

Not sure. It only takes about 50k earned credits to be level 10 though…
