Background Communications Chat

I once played on a server w/mod sometime back, (can’t remember the name & may not be up anymore) that had numerous NPC communication chats going on other than the every so often chats as is. As you got closer to House Systems, near Planets and Bases, etc, they became more numerous and clearer. It also included, radio static and bg noises from multiple NPC communications going on.

Does anyone know where the mod can be found or how this was made possible?

If so, please direct me to it or advise.
