Can a server run on dsl

Short answer, yes. You can have a server run on 56k if you want. DSL was restricted to 128k back in the early days so not sure what speeds you can get with it now.
Remember the lower the bit rate, less people you can have on and more lag will happen

What exactly do you mean by “cable internet”?
One of the major issues you will have with “DSL” is the rather low upload rate.

5 MByte or 5 MBit? It is a huge difference. Bandwith is mostly used in bit, don’t confuse it with byte, you have about an eighth in byte of what you have in bit. (So 5MBit are about a half MegaByte)
Also to mention, a server needs upload, and MOST bandwiths for players are just mainly downstream. Again, very often upload is about an eigth from your download rate. (Doesn’t has to be always correct, there are ofc exceptions) -
What DSL you want to use is the most important question… Because there are VDSL locally available where your downstream is about 50 MBit /s with an upstream of 10 MBit/s…
