Economics - GE3

I am about to implement the final part of the economy in Galaxy Empire 3. This is the ‘dynamic’ part, I have already built all of the base code. These are my thoughts on what I want in the equations for the markets in the game. GE 3 has a tech and material based economy.
I would like your thoughts on what you would like to see added in.
Require a # of elements for any item built
Require tech for anything excluding basic items
When item can’t be built due to lack of resources, put request in GBN (Galactic Broadcasting Network)
Allow user-owned bases, store player ID in base data
User owned bases - only allow user to access money stores, setup similar to Hard War
Clan based keys for sharing a base among a clan
Bases can be locked out for non-owner players
NPCs can fulfill resource requests
NPCs can trade
All tech upgrades affect every ship owned
Every base manufactures something

@ Antares - the clan will be able to select what the base builds depending on the clans tech level, up to 4 techs will be required to build a specific item
@ Quarks - each base has a specific faction rep, forgot to mention each dock has a minimum rep setting, so does the markets you will encounter on the planets. I’m not using rooms this time, you will simply walk up to a trader and trade.
The standard bases need to make something, even if it’s just missiles and ammo. It would suck if you docked there and it had nothing for sale. All markets are based on manufacturing and don’t start with any commodities, be it consumables, weapons or equipment. The bases build them, basic ones at first until NPCs and/or players stock them with the needed materials to build higher level stuff.
@ M1C - thats the idea, police capture prisoners, pay you to transport them to prison, the prison pays you to transport ex-prisoners to non-prison base.
