if its the loading bar that appears each time you switch a space (whether on a base or system), than its a string of resources.dll you’d need to edit with reshacker, fled-ids, FLRC or FLDev.

Use ResHack and open the file EXE\resources.dll

Open Stringtable 8

Open node 1033.

Change entry 124 from “LOADING” to what you want.

Click Compile.

Click Save As…

Go save it where you want. But don’t overwrite the original resource.dll before you save that.
