FLE Error on Windows 7 x64

ok, trying to use FLE to simpley layout the basics a new system. however when i try and apply the settings i get an error from FLE saying:
An Error occured during the update of the empty_dll.
no matter what i do it does not want to work. I even tried adding the ids names using FLDev and manually editing the ini files to specify the correct names but FLE does not use them.
i thought it may have been something to do with w7 file security but that does not seem to be the case either.
i am at a lose at this point. I kinda need FLE to layout the basic system as i kinda suck at making systems to start with and it helps to create the basic starting point for a system.
anyone have any ideas???
did i miss something?

My opinion is to write the ids names and infocards per hand with FLDev or IDRef to your own DLL.
I got that problem with Empty.dll too, but I think its better to create these entries per hand because you need, for a realy good system and the correct names, more than FL Explorer. -
I thought the default name was mymod.dll?

Forget it… seriously…
Either do them 1st in and IDS proggy or afterward… never trust FLE to do your IDS… EVER… in fact, don’t trust FLE for anything other that basic placement and setup… save that to a temp version of your mod (u should also be using that temp version for FLE to read from too…)
Then copy/paste and most importantly FIX along the way.Failure to follow this procedure will result in TONS of errors… even with the new version…
In short… don’t trust it
FLDev normally saves to a specified output file… not your mod, you must then move that new .dll into your main to see the changes… this is the desired method anyways to avoid irreversible stuffups…
So…
1. Copy your mod to… oh lets say TEMP / MODNAME
2. Setup FLdev to output the new .dll you make to a specified folder you know about…
3. Tell FLE to read/write to your copied tempmod
4. work on stuff… save… ignore Missing .dll error
5. copy changes from tempmod to actual mod… blank out new IDS numbers made by FLE
6. Either have made… or now make your actual IDS with FLDev
7. Save… move that new .dll to both the EXE of your tempmod and real mod
8. re-open FLdev. check your changes are there… if not… try step 7 again you may have missed something or copied to wrong place
9. with Fldev open (and everything in order) now update your actual mod with the correct IDS…
10. Erase Tempmod, make a new tempmod from the now updated actual mod.
11. Open FLE and work from tempmod again… the correct names should be there if all steps were followed correctly… continue work…Rinse and repeat

Don’t know, I may be a bit out of everything after a couple of years of non-activity in Freelancer, but as a System Builder I must say, I don’t recognize your problem.
Why not start your Systems with Freelancer Explorer? It’s a rather debated program, but it works fine in the initial stages - and besides, one of the most stable mods ever produced in Freelancer, Epsilon, was built with it.

<cough!>FLE is Freelancer Explorer. It seems to have problems running under Win 7.
