How do i start and run my own internet discovery server???

Can someone help me and provide detailed instructions on
what I need to do to setup, start and run my own discovery
server that others can join?? Or even direct me to where
I can get detailed instructions? I have tried starting one before
using Server start exe so a few friends and I can play
but they cant see the server show up in the internet list and
I cant see theirs.
