Stuck in mission 09

the chugoku jumphole wont let me dock.
I tried
Add “Act_LockDock = Player, Ku07_to_Ku06_hole, unlock” after “Cnd_CommComplete = DX_M09_0620_HAKKERA” (line 1841) to DATA\MISSIONS\M09\m09.ini to fix it (then load the latest save).
but “Cnd_CommComplete = DX_M09_0620_HAKKERA” does not even exist in this form in my M09.ini .
editing “Act_LockDock = Player, Ku07_to_Ku06_hole, unlock” into various places either destroys the progression of the mission and does nothing or make the game crash as soon as I load in the safe.
I also tried various save editors to give me dock access, but alas to no avail.
I reinstalled a couple of times, game is clean vanilla.
